5 yr rule for the Airline-Can we scrap tht rule?

Currently airlines operating in India can't apply for international license if they haven't served the domestic market for 5-yr period and they shud also have 20 fleets.The private sectors in the aviation industry is trying to take-away this rule.So should we have this rule or is this rule redundant?

For:
====
1.All the airlines should try to prove their fit in the 5 yrs time.No.of accidents and the Quality of service and the fleet acquistion will be tested in the domestic market before allowing them to operate in the International arena.

2.This rule will also be helpful for airlines to see how best they can do in each market.Instead of doing a bumping landing in all the markets they could first firm-up the positions in the domestic markets and then try to cover places in the world.


Against:

1.The 5-yr period the airline is restricted only to the land where it has started.So in this 5-yr tenure the airlines couldn't see major profits as they operate only domestically.

2.When the airports are in a state of pity,if we are trying to gauge the airlines that won't be a good measure.

The oral proposal to reduce the number of years of domestic flying from five to three years for airlines to qualify for international operations has been given a quiet burial. An alternative is, however, being found for Kingfisher Airlines, which is determined and ready to fly overseas.

we should not scrap them because it will be detrimental to the entire aviation industry in the long term..
 
Experience does matter. And especially when you have to take care of hundreds of lifes. So, I am in favour of this 5 year rule
