Just another of catchy slogan coming up from a political-leader. Business leaders would do what is acceptable to business - would analyse the cost of doing business in Buffallo, with cost of business from Banglore, keeping in mind the tax-breaks which they might get for an all-American business. And yes, they'll have to check whether Buffalo can provide the talent also - that too in the required number, and not very expansive. They won't just compare Buffalo and Banglore, but would take Beijing too in their comparative calculations of what is good for their stockholders!
