perception of people is that plastic bags can carry much more weight than paper bags. Also to holding / handling paper bags is much more difficult than holding plastic bags.
Plastic bags are thin and can be easily inventoried unlike paper bags which occupy much more space. Same goes for consumers.
Its a pretty simple project. Just ask around for more views.
