no dear
fact box is just a segment by reuters which gives figures and data for the variety of financial happening around the world.................
and the 4.3 billion dollor ipo is by blackstone group which is in fact the third biggest ipo not the first..............

no thats not the ans ...............
the correct ans is THE VTB BANK OF RUSSIA with the issue of $7.98 billion which was priced as on 10th may 2007
