State government sits on proposal after police say it would be difficult to enforce a ban

The proposal to ban sutli bombs during Diwali appeared to be floundering after the police raised some pertinent queries about enforcing it.

The state pollution control board (PCB) and the environment department floated the proposal around September 13 arguing that the noise the firecracker emits while exploding — about 150 decibel — is double the permissible limit, which is 75. Tests conducted by the PCB revealed that the sutli bomb was the loudest among firecrackers.

Sources said the state government called a meeting of concerned departments last week at Mantralaya to discuss the proposal. It was at this meeting that the home department raised some pertinent points.

First of all, how will the police identify a sutli bomb; it could be packaged in multiple ways to skirt a ban.

Secondly, if the police attends to a complaint, would it be advisable to carry out an arrest during the festival?

Third, the police force is already stretched dealing with terror threats during Diwali. Considering that the festival is widely celebrated, it will be difficult for them to attend to every complaint about sutli bombs.

However, the police is in a position to implement the ban on bursting crackers between 10 pm and 6 am, the sources said. The other officials were flummoxed by these questions. Since then, there has been no progress on this proposal. In any case, since Diwali celebrations have already begun and are expected to end by Sunday night, the effectiveness of imposing a ban today is debatable. If such a ban was being considered, it should have been enforced before the crackers began arriving in the city.

• How to stop crackers from entering the metropolis?
• What should be done with existing stocks?
• If caught with sutli bomb, who to punish — child or parent?
• Would it be all right to visit houses or carry out arrests during the festival?
• Will a police force stretched with security duties be able to attend to all the complaints?

Yep.. making available a shop of international smokes near a chain smoker and then imposing a ban on it is impossible.

Look at what happened to their stupid quota system. So many revolts and eventually their thoughtless political propoganda was shunked by the supreme court.
