hey gaurav
this is indeed a very difficult topic as they always work at secondary level ...so am trying fr more solid pts...but wat i have got to know till now is that they do take decision & shoulder responsibilities also...otherwise
how is the law & order of city is maintained???
also if they had been a puppets in hands of politicians...how can they pass orders to arrest them ..
yess, this dirty politics have made a joke of them also( remember lalu used to insult IAS officers & used to make them do his personal work!!)
but still there are many things on which they dn't have to take consent of politicians!!
but will say wait till i get more valuable ex in my support!!!

i am skeptic about this topic and hence i've put it here... but i guess i would need some quality pints for the GD. Where're others... Shrijit, Kartik and all.??

Hiya...

Gaurav...your statement has 2 extremes in it. One that he is perfect and that he doesn't make any decision and takes no responsibility. If the second statement is true, ie if he does not take any decision then how can u call him perfect. Similarly if he is a perfect bureaucrat then how come he does not take any decision.

I think the answer lies somewhere in between. Its a very relative concept and the final working of a babu will finally depend on his values and what he believes in. An IAS topper may not turn out to be the best babu. On the other hand, he may be highly corrupt and ineffectual.

In India we face 2 problems. One, that quite a lot of the babus become corrupt once they enter the real scenario. Their usual rant 'Everyone is corrupt, so why shud we stay away'. Then there are a few babus, who are honest people and they try to change the system, but the systtem never allows that. One example of that is Arun Bhatia, the former Municipal Commissioner of Pune. He was acknowledged as one of the most honest babus and he was appreciated a lot. However, some elements of the govt were not happy with him and they had him transferred n numer of times. Still he did not give up and even stood for elections.

So I dont think that we can generalise the babus into an useless lot, but yes I agree a majority is part of this.

i agree with u shrijit, but somehow ur points dont seem to bang on the answer.. bcoz the decision making part is not covered!

hmm.... are we assuming that he is supposed to make the decisions .. or is he just supposed to facilitate the implementation process of the decisions made by higher ups ??

i think that is the exact definition of a perfect bureaucrat ... someone who doesnt make any decisions and does not take any responsibility as well.... havnt u guys read " Yes minister " ??? or watched it on TV ?
