see , one cant make firm statement that whether u should say i love you or not
i think it depends up on so many things beacause certain qualities that each individual has may differ from person to person

again it depends upon the other person who is to decide whether to say i love you or not - his attitude towards love , his nature etc

so i think we cant decide in just one statement - never say i love you
