Question about environment

Hi guys! I have a question about organisation environment.

If the government of another country does something to affect your business, would it be under international dimension or political-legal dimension?

e.g. you own a rental car company. your neighboring country places a ban on rental cars from your country to enter their country.

The given situation will come under the international dimension , as the government of the other country is affecting your business..

if the country in which the company is based (does business from) faces a restriction or condition from that government it will come under the legal- political dimension..

for a MNC...they have to abide with the rules of the govt.s of different countries.
it come under their political-legal section.
