well we can get educated people from other parts of the country to help out in those constituencies.. it is imperative to have learned individuals at the helm of the society. u can say if a person has a good heart he can do lots of good. well we need development .. which requires learned politicians who have a forethought for the impending future. if you think about development you have to choose the right people to work in the right places...to choose the right people you need to the ability to choose the right candidate. to do so u need to be literate enough to understand complicated stuff. eg- take a low political level contender like a municipal officer who is elected by the people. he has to know how the expansion of a city will affect residential areas/water supplies/pollution levels/traffic problems....a town planning officer will do a scaled report and the municipal officer okays it. imagine a 3rd std pass deciding on such a matter. result...present condition of various metros in india..unplanned development and an utter mess which will take years of litigation and new laws to undo....
