Sure they should be arrested.all necessary info must be extracted from them through polygraph tests, govt shud freely allow that bcoz it's too obvious that no matter how much ever they will be tortured they won't reveal anything.They've been trained too well in all that.so simple interrogation would be a waste of time.
the roots should be traced n completely wiped out.
the older ones of the terorist groups should be tortured in public 4 ruinning n using young lives to quench their thirst for blood and the younger ones whom they brainwashed should be properly counselled n given a chance to realise, repent and live to serve the terror victims in any possible way.Through this they may realise the gravity of their actions better.but they should still be kept under check from time to time.
